When central government failed to act post Katrina, a flotilla of volunteers took to the waters to save lives and they’ve been doing so ever since as extreme weather events have come with frightening regularity. Charting the movement’s evolution from its vigilante genesis to 2018’s devastating hurricane season, this powerful film explores the challenges and the triumphs of these every day heroes.
